Status of Diva Las Vegas 2021:

Most of this mailing deals mainly with one set of topics, the Covid-19
situation in Las Vegas and the Nevada-mandated mask requirements for
visitors, including DLV attendees.

If your time is short, or if you do not wish to read the rest of this
mailing in depth, here are some key bullet-points and take-aways:

* Diva Las Vegas 2021 is officially "ON" at this time. No major
decisions that may affect our event are planned until around the first
of October.

* It is still too early to predict if Nevada's mask requirement for
vaccinated individuals will or will not be in place during our event.

* Unless the regulations unexpectedly change, unvaccinated individuals
will be required to wear masks indoors. This is a long-standing but
often-misunderstood regulation.

* Some of our activities may require proof of Covid-19 vaccination for
participation. This will be up to the individual volunteer activity
Coordinators. These will be noted on the final schedules.

* Some of the facilities in which our activities will be held may
require proof of Covid-19 vaccination for admission or for service.
This will be up to the management of the various facilities. We may
or may not be able to give advance notice of any of this.

* We are advising all attendees who are vaccinated to bring proof of
vaccination and carry it during the event in case it is needed.

* Please respond promptly to any polls, requests for information, or
requests to reconfirm attendance that we may be sending out.

We realize that many of you are concerned about the Covid situation
in Las Vegas in general, and specifically about any impending mask
requirements during our planned event. Detailed discussion about both
appears below.

We want to let everyone know exactly how thing stand, how the situation
in Las Vegas appears to be developing, and how the current and expected
situations may or may not affect the upcoming event.

Please understand that it is important to us to know how many people to
expect at our October event. Therefore, we will most likely be polling
attendees, possibly multiple times, as the date of the event approaches,
in order to reconfirm expected attendance. Please respond to any polls
promptly to help us out in planning the big event.

Las Vegas Covid-19 situation:

The good news is that the Covid-19 numbers for Nevada and Clark County
continue to trend downward, with some fluctuations.

The bad news is that the downward trend is not currently as great as was
expected and hoped for.

We're still six weeks out from our event, and two weeks from any
critical decision points.

Things, overall, are, unfortunately, very uncertain as of this time!

In order to have a successful event, we must have the following:

1. Attendees
2. Volunteers
3. Facilities

As long as we have all three, our event will happen, with or without a
mask requirement, which is discussed below.

As of this writing, we have not see any mass runs of cancellations by
either attendees or volunteers. Our estimated turnout has long passed
the "critical mass" required for a successful event.

Also as of this writing, there are no apparent plans by authorities or
venue managements to limit the size of gatherings.

We will continue to let everyone know, with no "spin" or "bull$#!+",
exactly how things are, and, to the best of our ability, what can be
expected during DLV week regarding risk of infection and mask mandates.

Mask requirements in Las Vegas:

In listening to the rumblings, on-line, off-line, and between the lines,
it appears that the idea of a mask mandate during DLV is one of the most
significant issues, in the minds of the attendees, regarding our planned
event.

There is, unfortunately, much misinformation going around regarding
exactly what the Nevada regulations regarding masks actually say.

The original document concerning the current mask mandates, if you care

The data which drives the county-by-county mask mandates comes from the
CDC and is available here:

A summary of the above includes:

1. Unvaccinated individuals are currently required to wear masks at all
times when indoors in public in Clark County (including Las Vegas)
regardless of county risk ratings. This appears to be the most
misunderstood aspect of the directive!

2. The mask requirement for vaccinated individuals is county-by-county
and is driven by the CDC risk ratings (Low, Moderate, Substantial, High)
for each county and is re-evaluated every Tuesday afternoon. Las Vegas
is in Clark County, and that is the one that we are watching closely.

3. The county-by-county mask requirement is invoked or removed by any
two weeks of a county being in a higher-risk (Substantial, High)
category or in a lower-risk (Low, Moderate) category. This is
re-evaluated every Tuesday evening by the Nevada authorities.

This means that, during DLV, and assuming the directive posted above is
not changed, UNVACCINATED individuals will be required to wear masks
while indoors regardless of Clark County's current risk level.

Chapter and verse from the first cited document above clarifies this:

+In counties with “low” or “moderate” transmission, the mask
+requirement remains the same as it was before the CDC’s July
+27 th announcement. That is: unvaccinated individuals must wear
+a mask while indoors or while in crowded outdoor settings.

VACCINATED individuals will be required to wear masks unless Clark
County has at least two consecutive weeks (out of three) in the Low or
Moderate risk categories just prior to DLV.

The bottom line is that as of this time it is impossible to know, or to
even speculate, whether or not masks will be required for vaccinated
attendees during our event.

We will continue to report on the situation in Las Vegas between now
and the big event in late October.

We have been examining the regulations and the possible scenarios that
may be relevant.

We have identified a few "Red Letter Days" at which any items of
significance regarding the mask requirement (for vaccinated individuals)
will be known. These are:

Tuesday, October 5. Unless unexpected fluctuations are occurring, on
this date we should know with a medium degree of confidence if masks
will or will not be required (for vaccinated individuals) during DLV.

Tuesday, October 12. On this date, we should know, with a fairly high
degree of confidence, if masks will or will not be required (for
vaccinated individuals) during DLV.

Tuesday, October 19. On this date we will know for sure if masks will
or will not be required (for vaccinated individuals) during DLV.

We will continue to update everyone as the date of the event approaches.

Activity Highlight - Model Ralroad and Railfan Social:

Are you a model railroader?

Are you a railfan?

Do you think that trains are cool?

If so, please plan to join us for the Model Railroader and Railfan
Social at 1:00pm on Thursday of DLV week at the Interlude Bar at the
Cromwell. (Please disregard any previously-announced or posted
locations for this activity.)

Quite a few members of the TG community are model railroaders and
railfans! (You are not alone!) :) :) Let's get together and talk trains
and such.

This will begin at 1:00pm on Thursday, following Lunch With Annie, and
an easy walk from the Harrah's Food Court. If you also want to do the
Mini-Golf, it's an easy walk across the street to Bally's at 2.

What to bring?

* Yourself, obviously. :)

* Photos, artwork, etc., either hardcopy or on your device. (optional)

* Show-And-Tell items if you want to. (optional)

* Rolling stock. (if you REALLY want to) :) :)

* Live running layout. (If so, Annie will buy your drinks!) :)

Everyone is welcome! All makes, all scales, all gauges, everyone from
casual railfan to hardcore foamer. Want to learn more about model
railroading? C'mon over!

No sign-up, just show up! Interlude Bar is right off of the main casino.
