Harrah's and Quad are both owned and managed by Caesars Entertainment. I'm sure that they would much rather rebook a guest at a different property than lose the business.

On my last trip out to LV, the Quad main entrance was still a maze of construction tunnels and the casino was chaotic and in disarray.

You asked about parking, and I'm really not sure. I walked there. The rear of the property appeared to be the most-untouched, and that's where the parking structure is. In a pinch, you could probably park (valet or self) at Harrah's and walk via the Monorail passage to Quad.

Whenever I go to that part of the Strip, I usually park at Caesars Palace and walk to all the nearby casinos. Caesars parking has easy access via Frank Sinatra Drive, which goes North-South behind Caesars, thereby avoiding the traffic on the Strip during peak hours, or at any time for that matter.
